Padayon Communications is the independent practice of Domingo "Jim" Caro III. First registered in Western Australia in 2012 and relaunched from Perth in 2026, it brings two decades of work in strategic communication, development communication and community engagement across Australia, Southeast Asia and the Pacific.

Our founder

Two decades in the field.

Padayon Communications is founder-led by Dr. Domingo "Jim" Caro III, a strategic communication specialist with more than 20 years of experience across Australia and the Asia-Pacific.

Jim brings extensive experience in strategic communication, stakeholder engagement, behaviour change, risk communication, One Health and international development, including nine years with the Food and Agriculture Organization of the United Nations (FAO).

His multidisciplinary background in communication, development and animal health enables Padayon Communications to work across technical and policy environments where complex issues need to be understood, communicated and acted upon.

A relaunch, not a beginning.

The decade inside FAO is not a gap in the practice. It is the credential that transforms it.

2012

First registered

Domingo Caro III first registered as a sole trader in Western Australia, trading as Padayon Communications Consultancy.

2012–2016

Independent contracting

Communication consultancy work under personal contract, including avian influenza communication and survey research assignments with WOAH (then OIE) and FAO.

2016

In-house with FAO

Regional Development Communications and Engagement Coordinator. Padayon set aside for the decade that would define it.

2016–2025

The FAO years

Nine years of RCCE, animal health and crisis communication across Southeast Asia and the Pacific, including FAO ECTAD programmes.

2025

FAO tenure concludes

As Regional African Swine Fever Communications Specialist, led the legacy documentation of the regional ASF project, including evaluation of its Community ASF Biosecurity Interventions.

2026

Padayon relaunched

Re-established from Perth as a knowledge-based micro-consultancy, turning two decades of practice into advisory services, frameworks and training for the Asia-Pacific.

We work with stakeholders and communities to build engagement and ownership, support implementation, and learn from results.
